Merger: Town & Village of Johnson, Vermont - Assessment of Benefits and Costs

The Town and Village of Johnson, Vermont, sought CGR’s assistance in assessing the implications of merging the two local governments. CGR’s report notes that the functions of the town and village are quite distinct in Johnson with relatively little duplication or overlap. The Johnson community already shares a municipal building and some staff members. Although CGR identified some potential advantages of combining these various functions under a single governing board (presumably organized as reconstituted town selectboard), the cost savings would be modest.
