Community Engagement Assessment - Town of Hopkinton MA
CGR assessed the Town of Hopkinton’s community engagement efforts to identify opportunities for increasing resident participation in Town government, boards, and committees. CGR administered a community-wide survey and a series of focus groups involving community members, current and former board and committee members, and Town staff. CGR produced a baseline assessment outlining barriers to participation and opportunities for improvement, a high-level workplan with key performance indicators, and a guide for best practices. High-level recommendations for the Town included addressing information gaps, expanding pro-active outreach, clarifying board and committee service, promoting the value of civic participation, reviewing communication methods including social media and the Town website, and ensuring accessibility in all its forms. The best practices document outlines a framework for identifying engagement strategies and tools, steps for creating an engagement plan, advice for ensuring inclusivity and accessibility, and a framework for sustaining engagement practices.
