In 1992, the former Rural Services Institute at the State University of New York College at Fredonia began an analysis of municipal services in the Town of Portland and Village of Brocton, New York. Building on this initial project, CGR conducted a study to identify opportunities for delivering services in a more cost efficient manner without jeopardizing the effectiveness of these services. The study developed alternative service delivery options for the various governmental service areas identified by the study committee and an assessment of the implementation issues and cost savings from the various options.
