Thinking Beyond Boundaries: Opportunities to Use Regional and Local Strategies to Strengthen Public Education in the Broome-Tioga Region
CGR conducted a major study for the 15 school districts in NY’s Broome-Tioga BOCES (Board of Cooperative Educational Services) that evaluated opportunities for reducing costs and improving services by sharing services, consolidating districts or merging. The study, completed in 2004, identified a large number of opportunities for the districts to improve their operations, ranging from developing better strategies to share services among groups of districts to managing the delivery of certain core functions, such as transportation, energy management and special education, at a regional level. Potential savings identified in the report totaled millions of dollars.
