Strengthening Criminal Justice System Practices in Chemung County, NY
CGR assessed Chemung County's Criminal & Juvenile Justice system practices and their impact on the jail population, and also programs and initiatives designed to reduce juvenile justice system detentions and out-of-home placements. CGR identified seven key strategies the County can use to reduce the average jail census by at least 60 inmates per day, saving County taxpayers more than $1.1 million annually. CGR also recommended specific improvements for the juvenile justice system, ranging from improved oversight to enhanced data tracking.
